SSRF has been open to users since May 6, 2009.

By the end of 2020, there have been 16 beamlines officially commissioned, including the first phase 7 beamlines with 1 branch beamline, the 5 beamlines with 6 end stations of National Center for Protein Science Shanghai and Dreamline in operation since 2015, and 2 beamlines with 3 end stations for ME2 project in operation since 2019.

SSRF gives top priority to support original fundamental research, basic applied research, and technical innovation research to meet major National demands, and users who undertake major research projects from the Nation, Ministries and Commissions as well as industry are welcome to use SSRF. Users play a leading role in SSRF’s effective operation and opening. To meet various challenges from global science and technology frontiers, from national economic main field, from national strategic demands as well as from research regarding the people's life and health, SSRF focus on its own scientific targets and defines the key research fields with priority support.
